CALeVIP 2.0 — Fast Charge California Project (FCCP-1) — DCFC statewide

Window: Aug 5 – Oct 29, 2025; first-come, first-served.
Eligibility: “Ready-to-build” only—Issued Permit + Final Utility Service Design must be uploaded with the application.
Good fit: Public DC fast charging (corridors, hubs) with utility design complete. Up to $400,000 in incentives!
Common traps: Applying without the final utility design, underestimating Buy America/network uptime requirements, and permitting assumptions.

EnergIIZE Commercial Vehicles — Fast Track 2025 (CALSTART)

What it funds: MD/HD depot charging and hydrogen refueling (statewide).
2025 shift: Lanes consolidated; readiness-tier scoring; bonus points for public/shared access and community support.
Good fit: Private fleets and logistics depots; public-facing MD/HD where possible for scoring.

Utility Make-Ready & Rates (IOUs)

PG&E — EV Fleet

Utility/customer-side make-ready, site design support, construction/activation; program scale serving hundreds of sites and thousands of vehicles. Action: Submit interest; PG&E engineering scoping; finalize service plan in time to hit grant windows.

SCE — Charge Ready (Light-Duty) & Charge Ready Transport (MD/HD)

Make-ready support, technical assistance; guidebook refreshed for 2025. Action: Start with site screening; align trenching/switchgear timelines with grant windows.

SDG&E — EV-HP subscription tariff (+ Power Your Drive for Fleets)

Optional subscription rate with reduced pricing and simplified billing (2022–2031). Action: Evaluate EV-HP vs. demand/time-of-use cost curves for DCFC hubs and depots.

Local / Regional / Municipal

  • BAAQMD (Bay Area) — Charge!: FYE 2025 closed; monitor for next cycle; delivers L2/DCFC at MUDs, destinations, workplaces, transit parking.
  • SJVAPCD — Charge Up!: Open for agencies, businesses, MUD owners; L2/DCFC. Action: pre-package application (quotes, site plan, load letters).
  • LADWP (Los Angeles): 2025 light-duty window closed (Apr 21–May 9); MD/HD remains open; EV Service Design package required before application.
  • SMUD (Sacramento): Active Business EV incentives; use for L2/DCFC where applicable.

Permitting — Use AB 970 Timelines

California law (AB 1236 / AB 970) requires expedited EVCS permitting within binding timelines. Reference Gov. Code §§65850.7 & 65850.71, attach the GO-Biz AB 970 fact sheet to submittals/appeals, and escalate if timelines slip. Action: add an “AB 970” line to your Gantt so the AHJ clock is visible to all parties.

How to Stack California (fastest to slowest)

1) Start utility pre-design now (PG&E/SCE/SDG&E or muni) to get Final Utility Service Design in hand.
2) Public DCFC: File CALeVIP FCCP-1 only when ready-to-build (Issued Permit + Final Utility Service Design). Target filing before Oct 29, 2025 (4 DC units minimum).
3) MD/HD depots: Align with EnergIIZE Fast Track scoring (readiness tiers, public/shared points).
4) Add §30C (confirm tract eligibility + PWA recordkeeping).
5) Layer local/air-district or muni rebates (e.g., SJVAPCD, LADWP, SMUD).
6) Close the gap with financing/MACRS and utility tariffs (e.g., EV-HP).

Deadline Radar
